   An act relating to reading training, and making an appropriation
therefor.

      (Approved by Governor September 26, 2000.  Filed with
Secretary of State September 27, 2000.)

   On this date I have signed Assembly Bill No. 886 with a reduction.

   This bill would appropriate $600,000 to fund reading training
programs: $500,000 for the Oakland Unified School District and
$100,000 for the Lakeside Union Elementary School District.
   However, there are three school districts in California with the
name "Lakeside Union Elementary School District," and it is unclear
which of these districts would receive the funding.  I am therefore
deleting the $100,000 appropriation from the bill.

   AB 886, Zettel.  Reading training programs.
   Existing law establishes various programs that relate to reading
development for elementary pupils, including the Reading Initiative
Program, the Comprehensive Reading Leadership Program, and the Back
to Basics Summer School Reading Program.  Under existing law, the
adopted course of study for grades 1 to 6, inclusive, is required to
include instruction in the skill of reading.
   This bill would appropriate $600,000 to the Superintendent of
Public Instruction to fund reading training programs in the Oakland
Unified School District and the Lakeside Union Elementary School
District.
   This bill would make certain findings and declarations regarding
the inapplicability of a general statute within the meaning of
Section 16 of Article IV of the California Constitution.
   This bill would make certain findings and declarations regarding
the nature of the appropriation pursuant to this bill for the
purposes of computations required by Section 8 of Article XVI of the
California Constitution, and related findings and declarations.
   Appropriation:  yes.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  (a) The sum of six hundred thousand dollars ($600,000)
is hereby appropriated from the General Fund to the Superintendent of
Public Instruction to fund reading training programs, to be
allocated as follows:
   (b) Five hundred thousand dollars ($500,000) to the Oakland
Unified School District.
   (c) One hundred thousand dollars ($100,000) to the Lakeside Union
Elementary School District.
  SEC. 2.  Due to the unique circumstances concerning the Oakland
Unified School District and the Lakeside Union Elementary School
District, it is necessary that additional funding be provided for
reading training programs in those school districts, and the
Legislature finds and declares that a general statute cannot be made
applicable within the meaning of Section 16 of Article IV of the
California Constitution.
  SEC. 3.  For the purposes of making the computations required by
Section 8 of Article XVI of the California Constitution, the
appropriation made by this act shall be deemed to be "General Fund
revenues appropriated to school districts," as defined in subdivision
(c) of Section 41202 of the Education Code for the 2000-01 fiscal
year and included within the "total allocations to school districts
and community college districts from General Fund proceeds of taxes
appropriated pursuant to Article XIII B" as defined in subdivision
(e) of Section 41202 of the Education Code for the 2000-01 fiscal
year.
